Is there enough software supporting Plipbox that runs under DOS 1.3 that I can get FTP working on my Amiga 1000 so that I can transfer directly from my Mac or PC to it rather than to my A2000 w/ ethernet and then sneakernetting a floppy from there over to the A1000? (I do have a Parnet cable lying around somewhere, but still, Plib would be the better way if I can get the A1000 on my LAN.)

the only stack i know of that might work under 1.3 is:
www.funet.fi/pub/amiga/fish/201-300/ff225/AmigaTCP.lhabut i doubt it would support any drivers like plipbox? but you might get it to work.
If you have the ram the easiest thing to do would be softkick 2x or 3.1 rom and use miami,amitcp or roadshow with plipbox. softkicking 3.1 likely being best.
or build one of these rom adapters and add a real rom:
