I have seen many caps leak on A3640 boards and eat a trace that runs under the cap. Its pretty rare to see a 040 cpu die.this will give black/ no boot screen.
Several caps on the a3640 were installed backward and needs correcting anyway.

 I'm guessing you have reseated the board and verified its plugged in all the way?
