Yes, seems your PSU has bitten the dust. No it can not be fixed. Just get a small frame PC PSU and adapt it to your amiga using your PSU's connector.

no, there's no risk of damage to your SCSI/IDE setup as far as I'm aware.

I don't think a laptop PSU would work. They usually only deliver a specific voltage.
But you can get a Mini Itx style PSU and fit it into your GVP PSU unit. Luckily for you the GVP uses a common DB5 plug AFAIR.
