I see you're not keeping up with your doomy-lore. he has recently learned how to get the funds from paypal to bank account, so that paypal can't charge him in case of trouble. If you read the payment section, you'll see payment by paypal ships only after payment is received into his bank account. he doesn't take any risks. that's definitely him.
