You might want to take a look at the utility 'SPC' on aminet.
http://aminet.net/package/util/cdity/SPC It let's you change every screen's palette. Never tried it myself though.
The archive on aminet has no program icon, so when you start the program it hides in the background. You have to use 'Exchange' to popup it's window.
It's better to create a program icon for it yourself, and look in the guide to see what tooltypes to use.
Edit: Just had a look. Looks like SPC doesn't let you save its settings, so it's not exactly what your looking for.
