Can I use European 3.1 ROMS in my US A1200?

I'm considering buying 3.1 ROMs for my A1200 from europe.  Does anyone know if there are US specific ROMs, or are all the ROMs the same?

On a similar note, are there different flavors of Amiga OS disks for different countries, or are all the Amiga OS disks the same (perhaps with different floppy labels).
