AFAIK removing the 030 cards and not touching any jumpers should still cause the machine to boot up fine.
Also, swap the CIAs and/or replace CIAs from one to the other. They can be responsible for non-booting (black screen).
Also, turn up the brightness a bit so that the black screen becomes a dark gray screen. Now, power off and power on the machine and look at the screen all the while to see if the level of black/gray changes. If it becomes lighter black/gray (than when the machine is powered off, then the CPU is probably OK and something else is the problem.
