I wonder if the c64 and amiga forever packages let me legally
preinstall a pc with the licenses they grant.  Who do I deal with if not ?

Write to these folks.
They've just finished several lawsuits with Amiga Inc. and imo can tell you how things stand in regards to your particular inquiry.
