Looks like a Lead compound to me, possibly
some form of lead sulfide or oxide or nitrate.

It will have formed due to chemical reactions with
the battery electorlyte and or the Isopropyl.
just remove it with a Nylon brush eg: Nail brush or
hard toothbrush.
