I'd recommend pushing down on the ROM chips to make sure they are securely in, and checking all other connections.
Usual method - detach everything and test, and build your way up testing one expansion at a time.

PS this is for the A4000, , but I assume the A1200 has identical fault indicating colour screens at startup.
