Correction - you don't have to pay any additional fees when transferring funds between EU countries compared to in-country transfers.
This, however, only applies to transfers in the same currency.
Consequently, if you live in "rip-off Britain" you will still pay around £9 for the privelige of transferring money from your GBP account to your friend's Euro currency account.
