Ian stedman being involved surely adds some credibility?

Got to admit, the stand really isn't helping much in the PR department.

They could at least have put a Scala presentation together
Mac Mini G4 (1.5GHz, 64MB VRam, 1GB Ram): MorphOS 3.6
Powerbook 5.8 (15", 1.67GHz, 128MB VRam, 1GB Ram): MorphOS 3.8.

Windows-free since 2011-2014 (Damn you Netflix!)

Does it? I am not too sure... Ian has done some smaller hardware projects and fixes, but it doesn't look like he has ever done a whole mainboard before.
Just look at those 90-degree routing of the electrical traces. How is that ever going to work?

Which suggests it is technical ability, rather than honesty, which is in question.  In reference to the original post - Is troika a hoax?  Possibly not. Will it ever reach market? Even harder to say.
