I might be wrong, but I take that to mean a box that you just need a monitor, and perhaps mouse & kb, and off you go.
I will speculate with you on this one it sounds more like they have completed some hardware hence complete product or else i think it would say something in the lines of complete desktop system or such..
but i may be wrong too i just find it a little too unliktely that you only need to plugg and play ...
