The amiga should still boot even with the 060 lib and no card. It is usually the other way around . Some 060 cards can be disabled in at startup . Seems to me something is broken... Did you have graphical artifacts "gliches" in demos and such before it went dead ? I have had 2 motherboards die on me so far and it started off with corrupt display..
