The biggest arguement for the 3.1 roms in my opinion is probably that theyre needed for OS3.5/3.9. It is possible to softkick a 3.1 rom image though if you have an appropriate accelerator/ram card. For what you mentioned though there's probably no real practical advantage using a later ks/os version.
