They will both run at their maximum speeds.
It is not possible to mix ATA 66 and 33 ( or 100 or 133 or whatever... :-D ), but two drives with ATA 100 will both work with optimal speed.
This is why a standard CD-ROM has ATA 100 support, if it didn't, it would slow down the system.

Exactly.
PIO mode can also be used in the same way, but it takes much more CPU power...
