C= definitely did create Kickstart and Workbench 3.1. It was ready for release at the time of bankruptcy but not widely available.
If you boot a stock A1200 with 3.1 ROMs and a WB3.1 disk, the (c) message states "(c) 1985-1993 Commodore-Amiga, Inc.".
And there are numerous examples on the web
such as this that refer to C= regarding 3.1.
