The GIMP will do that - you can rotate any selection (rectangular, elliptical or hand drawn) by either typing the rotation angle in directly, using a slider control or directly dragging the selection in the image.
I used to dislike The GIMP due to its steep learning curve compared to the likes of DPaint, but now I use it for pretty much everything - in commercial and home environments.
