How much RAM does it have? If there's a reasonable amount installed, have you considered a PPC version of Linux?
You can also obtain Mac OS 7.5.3 and the 7.5.5 updates direct from Apple for no charge. See
this site for more information.
Failing that, eBay should be a good source of very cheap used Mac OS 8.x CDs...
