I tick "Fast File System" in the format dialogue to get a slightly higher capacity, what is the earliest version of Workbench and/or Kickstart that can read these disks?

2.x can boot from and read Fast File System disks easily. There is a fastfilesystem driver that works on 1.3, but AFAIK you can't boot from FFS disks with it.
