I Picked up a spare part 600 a while ago missing it's Kickstart. I plugged in a 1.3 from a working A500, that did not work at all. Maybe that's the case with yours. I plugged in a 2.05+ and it worked fine.
As far as 3.1 goes, have you waited long enough? 3.1 takes a really long time lokking for a HD if you don't have one.
