My 2000 has a gvp accelerator with a built-in scsi controller and a db-25 external scsi port on the back. Can I plug any scsi device into this 25 pin port and expect it to work? What's the driver situation?

Pretty much... Yeah, most standard SCSI devices are pretty well supported.  The drivers situation depends on how common the device was, and such.  Search AmiNET if you find something you'd like to give a try to.  Odds are there will be some level or another of driver for it.

Also, what's the likelihood of being able to read CDs burned on a PC with an external scsi cdrom drive attached to an amiga?

Well, it depends on the settings you used to author the disk.  If you use anything close to standard settings, the odds are very good you'll be able to read it with some minor tweaks... And if you choose the right settings on the PC, you can author an Amiga CD that can be read native once CD0: device is mounted.  :-)  Plenty of info out there.  Google is your friend.  Start with ISO 9660 RockRidge.
