Negative.... What the multisync (or multiscan, whichever you prefer) means is that it can sync to any signal within the region specified.  In other words, anything from 30 to 86khz will be displayable.  15khz will decidedly NOT be displayable.

Pretty much all monitors sold nowadays are "multisync" (meaning that they can sync to anything within their given frequency range).  I don't think anyone has built a fixed sync monitor in at least 10 years or so.  Very few monitors can go down to the 15khz range, though.
