Not much to overlook on this one...  Pretty obvious things.  Make sure your hd isn't shorting a power lead against a ground.  Make sure you have the ribbon cable connected to the proper pins on the HD (not reversed or offset - the cable for a 2.5 has power running in it - a failure here could be very bad!)
Make sure the cable is good.  That's about all I can think of.

Finally, if you can, test the HD in a laptop.  

The stock A1200 PSU should be enough to at least spin-up an A1200 with hard drive.  (It might have heat problems after hours of use, though.  The A500 PSU should be plenty sufficient for an A1200 with baseboard and HD.)
