Looks like a C64/C128 to RGB video cable to me... but others might have an opinion!

Aha!  It could have come with the Commodore monitor to connect to a Commodore PC (as a CGA monitor)...  Your monitor has an Analog/Digital push switch on the back?  Analog would be for the Amiga's output and digital would be for the C128 in 80 column mode or a CBM PC in CGA/old EGA.  Perhaps?
