Not sure if this will do exactly what you want but I recently came across some software called Mirage 1.5 and it certainly has a very Deluxe Paint(ish) feeling to it. I played around with it for a while until my trial period ended and I have to say it brought back some great memories :-)

Mirage is a full 2D animation package btw :-)
I really do recommend it for anyone who's used Deluxe Paint.
