Amiga 4000 power supply

I was taking another look at my broken A4000 and decided to check power supply voltages.  It is currently putting out 4.45v, 10.32v and -10.67v.  Is this adequate to power my A4000 or are the voltages too weak?  I am getting that rhythmically flashing green screen.
Any obstacle can be an opportunity, try a different perspective.

I took these measurements with nothing in the case except the motherboard and power supply. I wanted just enough load on the power supply for it to power up.
Any obstacle can be an opportunity, try a different perspective.
