The mediator in the amiga4000 shows up as 2 devices one is the busboard and the other the linkage between the zorro bus and the pciside.
Check to see it are 2 devices of the same factory(2206 is id elbox I believe).
The busboard won't work without a voodoo or other graphic card which it can use for it's memory.
Think this is why you can't open your pci.library.
