Technically, ground can be any kind of voltage it does not matter to the electronics, however if you connect an external device which has a different ground, that's when you get in trouble. If it is plugged into a port on you amiga it will most likely fry it.
But as in you case the external device were you, and you only touched the case which doesn't have electronics directly attached which means only you gets fried :-)
