I've got prove there are jumpers, look next to the VGA-out connector, there are two jumpers. (you've provided the evidence yourself, carefully examine the pictures in your first post in this thread :-D )
BTW I've got the same scandoubler/flickerfixer and it works well. My jumper configuration: enable = closed and phase = open (default configuration).
