By 'deleting' the partition, did you use HDTools or similar to do so?  If not, the partition is still there.  You can make a quick and dirty boot partition by just copying your Workbench disk to the bootable partition.  You can find out which harddisk partition is bootable (usually dh0:) by holding down both mouse buttons at boot and checking the boot screen.  If you really did delete the harddrive partitions, go to Aminet and download HDInstalltools (think that's the name).  It's an improvement on HDTools (which is the program you're missing on the Install disk).  Boot from floppy and then use this program to set up new harddisk partitions and copy Workbench disk as I said before.  If you know what you're doing you can manually install the other OS disks into the correct folders on your new Sys: (bootable) partition.  If not, just pick up a copy from Amigakit or another dealer (SoftwareHut is my choice in USA).  I'm assuming you are using 3.0 system roms, so make sure you purchase the correct disks.
