I used to use the A3640v3.1 in my A3000.  I think I had to do the INT hack that you'll find on Aminet (you have to solder a small wire from a pin on the accelerator slot to another chip).  This made my machine work even with Ramsey4/DMAC2 combo though I did eventually upgrade to Rev 11 Superbuster for better Zorro III (though I've read it's necessary sometimes to upgrade to Ramsey7/Dmac4 for the 3640 to work).  Before you spend any money though, make sure first off that the jumpers on the motherboard are set properly to use the external clock on the A3640.  There is an Amigaguide document on Aminet that explains all this I believe.  You might also consider cutting a square hole in the drive tray on the right side of the computer and placing a fan on the A3640 heatsink because it runs hot and you wouldn't want to melt a trace in you A3000.
