Not really, if you are getting the chip Pre-Programmed, then get a bootloader stuck on the chip. No need for "Reflashing" with a prommer. All you do, is catch the Boot Loader's Listen window (usually the first 1 second after power on), and upload new firmware. (For Pic's that support *SELF* programming). That is what Wizard66 offers with his Pic's, Bootloader or Firmware. ANY sane person would go for Bootloader.
I asked Wizard66 about the two choices offered with his preprogrammed PICs and he replied that the two options are no longer needed, but eBay does not allow editing the auction text once it has been started. He did not state anything further, so I don't know what I am getting, bootloader, or no bootloader?
I will ask for more clarification and post his reply, unless he sees this post and answers it here before I get an answer to a private email.
