I bought a CSPPC second-hand and the fan also blows onto the chip. I seem to remember when I replaced the fan, and removed the heatsink there was a small amount of gunge on the chip, so I reckon paste was used on mine either originally or by the original user.
Mine is now setup with new paste and new fan the same as yours. It is fine.
