You're in luck. I have a spare 66mHz crystal for that card. I found that the highest I could overclock was 60mHz, but you may be okay with 66mHz. PM me your address and I'll mail it to you.
As for the fan: you can mount it on the heatsink and its benefit will be the same.

edit: give me your email too so I can give you a picture of how it should be installed if you are in doubt about the corner orientation.

I just checked my CyberSCSI board. It has the FAS216 chip but it has never tolerated overclocking, not even 60mHz.
