Ian Stedman A2000 ATX adapter for sale anywhere?

My A2000 PS is putting out 10.7-11v (+/- respectively) on the +12v and -12v lines under no load when first turned on, and only +4.6v on the +5v line as measured at the serial and parallel ports.  It refused to move beyond a black screen at boot, and I thought this might be part of the problem.

I was wondering if anyone knows where I can find the Ian Stedman ATX PS adapter for sale?  He seems to have discontinued direct sales, and I am not quite advanced enough to get the info from his GitHub page and create my own.  I could always simply recap my A2K PS and see where that leaves me.  It might not solve the problem.  Or rewire an ATX to fit the original PS case or purchase an adapter, but I quite like the idea of having the "TICK" signal available without having to resort to changing J300. 

Also, any insight about possibly using a picoPSU?  I came across their description while searching for schematics, but I'm not sure if that would be a reasonable option?  Or should I go another direction entirely?
