It doesn't say otherwise. It says Stefan has money that Genesi haven't paid him. Where does it say he stopped development for MorphOS MUI? And I know for a fact he hasn't, anyway.
As for OS4, it gets the shareware version which lacks many features. More of a backport from MOS than development. But you guys did say that ReAction was better, right?
