That's not new. During WW1 the German government tried using MDMA on its troops to relieve the stresses of war. In WW2 LSD was tested. In Vietnam a lot of different drugs were tried on the troops (you don't think soldiers were buying all their marijuana and heroin from the Vietnamese, do you?). All the drug tests had one thing in common, they didn't work.
Trying to get human beings to perform through stresses like that with drugs is like trying to get your car to perform better by pouring some octane in the tank. It'll work right up to the point your pistons shoot through the car body like bullets and you're engulfed in flames.

And think about all those snickers bars the Israelis will have to buy in to take care of soldier's munchies...the logistics are staggering.
