Yes there is. It's called MWB2NI and there's an appicon based "GUI" for it as well.

Go to http://us.aminet.net and do a search for "mwb2ni". Both will come up.

NewIcons work just fine under OS 3.9. They don't have the "glow" effect, though you can add this yourself with the icon editor if you're desperate.
