OS 4.1 is based on 3.1 sourcecode and 3.9 sourcecode but with a new replacement ExecNG which was developed by the Frieden brothers.  This replaces the older Exec with a more modern/scalable implemetation.

A lot of the team that contributed to 3.9, also work on 4.1
