The improvements that
Amiga A4000 Kickstart 3.1 ROMS allow you to use
AmigaOS 3.9 which will give you better iconing system, AmiDock like in OS4, better Workbench GUI, bug fixes, Internet stack and CD filesystem support.
I wouldnt recommend softkicking as an option.
