Yes, basically. It's an archive of public domain and shareware software available for download. There is another called the "Fred Fish Collection" which is a series of disks (numbered). There are more than 1000 disks full of software available. Back in the day we would go to any amiga store and get copies of any fred fish disk for free if we just bought disks from them.
There is a fred fish database which lets you search for programs and tells you which disks they are on.
