It needs at least 2.0, but CrossDOS 7 is the way to go. It is much better than what comes with Workbench, and version 7 will indeed acces 1.44 HD PC disks (once you place PCx in the DOS drivers drawer. Version 7 also allows long file names rather than just truncating the file name. It's a great program.
DOS 2 DOS is an option on 1.3, if you can find a copy. This is nowhere as good as CrossDOS, but it does work.
I may a spare set of 3.1 disks, I'll dig to see...
