I don't know what you mean with low end ASIC but you also have the structured ASICs, now most of the time using one-mask programmable ASIC. Examples I know of are eASIC and Triad Semiconductor. They have power consumption advantages over FPGA and startup cost over full custom (standard cell) ASICs. Speed advantages over FPGA has to be evaluated.
