Welcome here!

First, please do not plug any PC ps/2 keyboard into the CD32 directly, it will not work, it might even damage something. same for a mouse. the original connectors are for Amiga-branded hardware, like an Amiga4000 keyboard.
Do not attempt to run random hardware on ports that "look just like", this behaviour can damage the system.

If your Kipper riser has any connection for PS/2, you can use it instead. but i don't know it, it might be only for keyboard.

The riser will let you connect CPU-cards or in your case simpler expansion cards to bring yor CD32 upto A1200 level.  So the extra RAM and the IDE harddrive/sd card let's you experience Desktop applications, and the Workbench Desktop, just like any other Amiga.
Older expansions like the SX32 had floppy connections present, most of the newer ones do not.

For the mouse you'd need an Amiga mouse and connect it to one of the DB9 ports just like a game pad or joystick. Note most of the Amiga peripherals do work.

If you can boot the system and you see request to do something, like "insert df0", you can reject these requests for a moment, given you have a working mouse and/or keyboard.
Anyways,
you need to read up onto Amiga in general, watch some videos etc.
use Amiga and CD32 hardware only, in general.

The SX-1 is an external expansion, but it has a floppy drive connection among other things, whereas the TF328 is internal and has 'only' extra RAM and an IDE hard drive interface.
