If the higher driver won't load and the card stays in VESA there is a good chance it's dead.
Vista should find and load a compatible driver automatically for this model unless it's defective or the motherboard could be. Did you check BIOS version? (just in case)
Also, make sure it is well seated in the PCI slot. A badly connected card can also cause drivers not loading problems.
