Using CF cards in PCMCIA is pretty straight-forward once those three files are installed, but if you insert a card and it doesn't show up on the Workbench desktop then the card isn't compatible. I have used a bunch of CFs with PCMCIA and IDE on the Amigas, some cards just don't work. I have always had 100% good luck with Sandisk brand CF cards, but lots of random hits and misses with other brands. I recently tried one of these and it didn't work on any of the A1200s through PCMCIA, but it worked through the Subway USB on the A1200, and also worked as an IDE drive, which it has been designated as now. I even tried re-formatting it as FAT32 in both MorphOS and AmigaOS while it was plugged in through a USB adapter, then tried it again in PCMCIA without any luck.

So just keep trying with different cards, it should work eventually as long as Fat95, CF0 and CompactFlash.device are in their right places.
