Amigas never (to my knowledge) came with drives smaller than 20Mb.
Smaller drives may not be SCSI or IDE. There were other types about pre-'89 such as ST-506. What controller are you using?
If you are using SCSI, then the correct 'name'scsi.device must be used with HDToolBox.
NOT all drives need FORMATTING, but all need a suitable Filing System, eg .. FFS.
Usually the ICON (which may be labelled- 'Not a Dos Disk') can be selected and the FORMAT started from Format Disk in the Icon Menu.
