It is a card that was sold by Newtek to allow a Macintosh to control the Toaster software. It connected the Amiga to a Mac via SCSI. You can then control the Switcher from the Mac. If you wanted to use any of the other software, you had to use the Amiga directly.
And yes, you need software. You might want to check with Newtek. It will probably only work with MacOS 7.x.
