Edit: and it sure would be nice if vendors would ship systems with the latest firmware already flashed. I understand, there's never enough time, but it's what I would do if I was selling stuff like this. 
Can be a packaging issue. Very often the gizmo will come sealed in an anti-static bag, and the vendor then has the choice of doing the update and resealing the product, or leaving it to the end user.
You can see why they prefer leaving it to the end user. It's not "customer friendly" but it does save the risk of the vendor screwing up the unit prior to sale. Which is good business sense.
